THE CONSTITUTION OF SPY POLICE ALUMNI ,
POLICE TRAINING SCHOOL, IKEJA ARTICLE 1: PREAMBLE
1.2. The SPY POLICE ALUMNI , PTS, IKEJA is an organ of Alumni members of the Police Training School, Ikeja, Lagos State.

ARTICLE 2: NAME
2.1. The body shall be. Known and called SPY Police Alumni of the Police Training School, Ikeja, Lagos State, hereinafter referred to as the body.

ARTICLE 3: AIMS AND OBJECTIVES
The aims and objectives of the body shall be:- 3.1. To discuss freely police/public relations with a view of improving the image of the police as observed by members of the public.

ARTICLE 4: MEMBERSHIP
4.1 QUALIFICATIONS
Membership of the body shall be opened to every passed out students of the Police Training School, Ikeja.
4.2. CESSATION OF MEMBERSHIP.
4.2.1. If he/she becomes a liability to the body by not financially able to meet is/her financial obligations.
4.2.2. A person shall cease to be a member on ground of general misconduct or acts contrary to the stated interest, principles, aims and objectives of the BODY.
4.2.3. Any member who shall have been convicted for gross misconduct, theft, forgery, impersonation, fraud, armed robbery or any criminal offence shall not be admitted as a member, if the incidence occurred after being a member shall cease to be a member.

ARTICLE 5: REGISTRATION OF MEMBERSHIP
5.1. Individual applicant shall pay a non-refundable registration fee of N5 ,000.00 for application form.
5.2. IDENTITY CARD:
5.2.1. The ID issued by the Police Training School, Ikeja shall serve as the ID card for the members of this ASSOCIATION.
5.2.2. ID shall be issued to all registered members only. The identity card shall be given to members who must have shown evidence of regular attendance of the body meetings for not less than ONE YEAR.
5.2.3. All registered members shall pay the sum of Nl,500.00 for the ID card.
5.2.4. The Identity Card and Membership Certificate shall be the property of the body and shall be subject to automatic withdrawal from any member who:
5.2.4.1. Ceases to attend meetings or have been
5.2.4.2. absenting for over 50% of meetings in a year;
5.2.4.3. Resigns his/her membership appointment;
5.2.4.4. Abuses the I.D. Card by using it to commit fraud, theft, for¬gery and other Criminal offences;
5.2.4.5. Ceases to be a member.
5.2.4.6. The police shall be empowered to forcefully withdraw the I.D.
Card from any member who, AFTER ONE MONTH OF GRACE, refuses to honorably submit the J.D. Card to the Secretary of the BODY
5.2.4.7. Anyone who commits a criminal offence with the LD. Card shall be duly dealt with according to the law.
ARTICLE 6: FUNCTIONS OF THE SPAA
6.1. To discuss issues relating to the welfare and promotion of its members.
6.2. Bridging the gap between the SPY and regular Police.
6.3. Contributing to the building of the integrity of the Nigerian Police
6.4. Contributing to the improvement of the status of the SPY.
6.5. To select members to represent the ASSOCIATION at higher levels of the Police Forum when the need arises.
ARTICLE 7: RIGHTS AND OBLIGATIONS OF MEMBERS.
7.1. Upon registration, members shall be deemed to have accepted ' to abide by all lawful rules and regulations, to prom9te the principles, aims and objectives, fundamental values, directives, policies and programmes and to desist from pursing any cause of action that may be inconsistent with or inimical to the interest of the ASSOCIATION.
7.2. Every member shall have the right to participate in the activities, discussions and programmes of the body.
7.3. A member shall have the right to seek the support of the body in any case of injustice, foul play or victimization suffered by him/her in the course of carrying out his/her official duties/ responsibilities for the body.
7.4. All rights and privileges of all members shall be decided by the body from time to time.
7.5. A financial member shall have the right to vote and be voted for in general election of the ASSOCIATION.

ARTICLE 8: RESIGNATION OF MEMBERSHIP
8.1. Resignation shall normally be accepted after consideration by the Executive, provided the member resigning submits all the body'S properties/ documents and account for outstanding transactions if any in his/her care.
8.2. A member who wishes to resign his/her membership shall give at least three Months notice in writing to the BODY through the Secretary.
ARTICLE 9: RIGHTS OF THE body
9.1. The body has the right to terminate the membership of any member who fails or refuses to perform any or all obligations expected of him/her as stipulated in Article IV, sub-section "b" of this constitution.
9.2. A register of members which shall indicate all personal data shall be kept and maintained by the ASSOCIATION.

ARTICLE 10: OFFICERS
10.1. The following shall be Officers of the ASSOCIATION and shall constitute core of the Executive
1. The Chairman.
2. The Vice-Chairman.
3. General Secretary.
4. Assistant General Secretary.
5. The Treasurer.
6. Financial Secretary.
7. Welfare/PRO.
8. Assist Welfare/Public Relations Officer.
9. Auditor
10. General number one of each squad
11. EX-officio member
12. The School Commandant
13. The School Headmaster.
ARTICLE 11: DUTIES EXECUTIVE OFFICERS OF THE body
11.1. CHAIRMAN
• He shall preside over all meetings of the body and maintained orderliness at every meeting.
• He shall have a double casting vote.
• He shall present an Annual Report at the end of every year.
• He shall be the Chief Accounting Officer to the body.
11.2. The Vice Chairman
He shall act for the Chairman in the absence of the latter and perform such other duties as may be assigned to him/her by the Chairman or the body.

11.3. The Secretary:
The Secretary shall convene all General and Executive meetings on the order of the Chairman and shall take or cause to be taken and keep in the proper place, books provided for the purpose of the minutes of the Executives and/or general meetings.
He shall pass all circulars, minutes and notice to members.
He shall perform all duties incidental to his office.
11.4. The Assistant Secretary:
* He shall deputize for the Secretary in latter’s absence.
* He shall assist the General Secretary in carrying out the duties, which the General Secretary/body may assign to him/her.
11.5. The Treasurer:
* He shall receive and pay promptly (not later than four * Days (4) of collection) into the' BODY'S Account * All monies received for and on behalf of the body must be acknowledged with an official receipt.
* He shall be the custodian of the body”S Accounting documents. * He shall keep such books and accounts as the body may from time to time require of him.
* He shall pay only bills covered by the written order signed by the Chairman and or an authorized officer.
* He shall keep proper Account of BODY’S income and expenditures.
* He shall be one who has knowledge of simple Accounting procedure.
* He shall hold an impress account, which shall from time to time be prescribed by the Executive

11.6. Financial Secretary
* Shall be responsible for the collection of every money or funds as authorized by the body
* Shall keep up to date records of all monies collected.
* Shall within 24 hours of collection, surrender all monies collected to the Treasurer and obtain endorsed acknowledgement from the latter.
* Shall also present bi-annually audited financial report of the body.
* Shall collate and submit to the body a quarterly report of transactions containing a summary of financial information in written from the Auditor.
11.7. Welfare/Public Relations Officer
* He shall see that due publicity is given to the principles, policies, programmes, aims and objectives of the body through various news media and p:r;ess releases.
* He shall be the image-maker of the BODY.
11.8. Assistant Welfare/PRO
He shall deputize and assist the Welfare/PRO in his/her official functions and carry out any other functions assign to him/her by the body.
11.9. Ex-Officio Members:
Maximum of two worthy personalities from the past Executive shall be nominated as Ex-Officio members by the current Executive.
11.10. The Auditor:
An audit committee shall be appointed whenever the need arises by the house.
ARTICLE 12: MODE OF ELECTION OF OFFICERS
12.1. Every full member registered and financially up-to-date who has satisfied the essential requirements for nomination and e1etions under this Constitution and spelt out guidelines by the Elec¬toral Officers is eligible to contest any post of the ASSOCIATION
12.1.1. There shall be at least two nominations for every office.
12.1.2 The result of any election conducted shall be declared before commencing' the election for the next office.
12.1.3. The person with the highest vote in any post contested for shall be declared a WINNER
12.1.4. A person shall be due to have been elected if his/her nomination is unopposed.

ARTICLE 13: ELECTION OF OFFICERS AND TENURE OF OFFICE
13.1. ELECTION:
Officers shall be elected by AN OPEN SECRET BALLOT at the expiration of the existing Executive after a due notice by the body.
13.2. TENURE:
Elected officers shall hold office for a period of two years and shall be eligible, if so desired by a simple majority of members, for re-election. A person cannot be elected more than TWO TERMS to the same post.
13.3. VACANCY:
13.3.1. Any vacancy occurring in the Executive of the body before another election is due may be filled by an extra-ordinary general meeting provided that the Chairman, on the advice of the Executive Committee members, may appoint mem¬ber to fill such a vacant post for not more than3 months before a bye-election.
13.3.2. In the event of any officer vacating his/her office before another election is due, he/she shall hand over to the Chairman all records and properties of the body in his/her possession. The body reserves the right to request for Police assistance to recover its records and properties where such retiling officer refuses to hand over honorably.
13.3.3. Any officer may be removed from office during his/her tenure on grounds of gross misconduct, embezzlement/misappropriation of funds through a vote of no confidence passed by a TWO-THIRD majority of members present at the meeting.
13.3.4. Notice of the meeting stating motion for such removal shall be circulated for not less than two Months earlier.
ARTICLE 14: DISSOLUTION OF THE HOUSE
A Month before the end of each executive tenure a notice of dissolution of the house will be table before the house given a month notice which shall serve as notice for an election of the new Executive the house will stand dissolved at the expiration of the tenure.
ARTICLE 15 (A) STANDING body
15.1. SCREEING COMMITTE: Shall be responsible for the screening of applicants. The COMrv1lTTEE shall consist of three members with the Vice -Chairman or the General Secretary as the Chairman.
15.2. DISCIPLINARY COMMITTEE: They shall be responsible for disciplinary and other related matters. The BODY shall consist of five members with the Vice -Chairman as the Chairman.
15.3. AD-HOC COMMITTEE
15.3.1. The Executive shall have power to appoint at any time the need arises an Ad-hoc Committee to deal with specific matters referred to it.
15.3.2. The COMMIITEE at each level shall have power to deliberate and make recommendations through the Executive to the general house on issues referred to it by the body.
15.3.3. Such recommendation(s) shall be adopted by the two -third of the members of the house present during the meeting before implementation.
ARTICLE 16 SOURCES OF FUND FOR THE BODY
The finances of the BODY shall be derived from:
i. Monthly dues/levies by individuals.
ii. Voluntary donations from members.
iii. Donations from corporate bodies and individuals.
iv. Special donations, gifts and grants by government, voluntary Organizations, group of persons an associations.
ARTICLE 17 (A) BANK ACCOUNTS
17.1.1. The COMMITIEE shall maintain at least a Bank Account nearer and convenient to the ASSOCIATION's area of jurisdiction.
  17.1.2. The Bank for such Account shall be decided by the General House. 17.1.3. Impress Account of not more than N10,OOO.OO shall be kept by the Treasurer on behalf of the body for exigencies expenses .
17.1.4. No money beside the Impress Account belonging to the bodyshall be kept in the private Account or house of any • member unless authorized by the general house.
17.2. SIGNATORIES TO THE ACCOUNT
The Chairman and any other person among the General Secretary and the Treasurer shall be the signatory to the Account.
ARTICLE 18: MEETINGS
18.1.1. The General meeting shall hold monthly and the presence of eight members shall form a quorum e.g. three of the executive and five members shall form the quorum.
18.1.2. The Executive council shall hold quarterly meetings and emergency meetings as the need arises.
18.2. EMERGENCYIEXTRA-ORDINARY GENERAL MEETINGS:
An emergency/Extra-ordinary general meeting shall be summoned when occasion arises and eight members, the chairman, two executive and five members shall form the quorum.

18.3. DAY & TIME: The bodygeneral meetings shall hold on the last Saturday of every Month at 2.00p.m. Prompt.
18.4. VENUE: The venue of meeting shall be at the police Training School, Ikeja
  ARTICLE 19: CODE OF CONDUCT & DISCIPLINE
19.1. LATENESS: Lateness counts immediately after the opening prayer.
Lateness attracts a fine of NlOO.OO payable on the spot.
19.2. ABSENTISM/APOLOGY
19.2.1. Absenteeism attracts a fine of N200.00.
19.2.2. Apology shall be accepted from an absented member who sends his/her excuses and monthly contributions to the meeting.
19.2.3. A person whose attendance falls short of four (4) physi¬cal appearances and two (3) apologies totaling seven in a year is in default and shall face a disciplinary COMMITTEE.
ARTICLE 20: AMENDMENTS
20.1. The General meeting or an extra-ordinary general meeting (called for the purpose) shall have power to alter, vary, repeal, add to or amend all or any of the provisions of this constitution provided" TWO-THIRD of the members present pass a substantive motion in support of the said amendment.
20.2. Notice of the proposed amendment which shall be in writing form and must contain clear statements of the amendment or the proposal to the Secretary and it shall be officially tabled before the house at least THREE MONTHS before the said meeting for deliberations.
20.3. The Secretary on receiving such amendment notice shall first brief the Chairman/Executive before it is tabled before the house in a motion form.
20.4. This Constitution and/any part thereof shall stand amended if the proposed amendment is supported by at least TWO-THIRD majority of members present.
ARTICLE 21 SUPREMACY OF THE CONSTITUTION
21.1. This Constitution is supreme and its provision shall have binding force on all members irrespective of office or post of any or all the member.
21.2. CITATION: This Constitution shall be cited as the Constitution of ASAA, Ikeja, Lagos.
ARTICLE 22 SEALOFAPPROVAL
The above instruments in this constitution are validly accepted by the whole house and thus ratified by the General house, at a general meeting held and DATED THIS … DAY OF ……………..
